THE KURDISH STUDIES AND STUDENT ORGANISATION CALLS UPON UK KURDS TO PARTICIPATE IN UK CENSUS 2011 AND MAKE KURDISH LANGUAGE AND IDENTITY COUNT!
The Office for National Statistics (ONS) carries out a census to find out more about the people who live in England, Wales, Northern Ireland and Scotland and about the make-up of local neighbourhoods.
The next census will take place on 27 March 2011, when ONS will be sending out questionnaires for around 25 million households to complete.
The census asks about work, health, national identity, citizenship, ethnic background, education, second homes, language, religion, marital status and so on. These statistics are then used to build a picture of today’s society.
Census 2011 is paramount important for Kurdish communities to be visible in the UK official data. Researchers of London Metropolitan University, who carried out an ESRC – funded research project on ethnic minorities including Kurdish population in London, state that the Kurds do not appear in much of the UK statistical data. Kurds are registered in the UK to “their” nationality, not their ethnic affiliations and therefore Kurds remain unrecognised as they are classified as ‘Turkish’, ‘Iranian’, ‘Iraqi’ and ‘Syrian’ within the UK. This impact on the services provided to the Kurdish community through information, advice and guidance as some Kurds are unable to access the local and national social services provided for migrants in Britain (Holgate. J et al 2009). Emphasis on official data such as the Census and the Labour Force Survey provide vital information on identity, ethnicity, religion, employment, and economic activities of the population in the UK. However, such data collection in the past have restricted any gathering of information on Kurds living in the UK and leaves Kurds invisible to the public sphere. “Kurds are therefore left with little option other than to define themselves as ‘Turkish’, ‘Iraqi’, ‘Syrian’ or ‘Iranian’.
As such, the “Kurdish identity is not only subsumed under ethnic categorizations that do not distinguish from other minority ethnic groups, but it also imposes upon Kurds an unacceptable national identity that most have spent their lives opposing” (Holgate. J et al 2009* also see King**).
Moreover the Kurds from Kurdistan region in Turkey, who have their own language and culture, are defined falsely as “Turkish Speaking Community”. Encompassing the Kurds and their language, identity into “Turkish Speaking Community” is ideological, discriminative and problematic because it leads to the invisibility of the Kurds in the UK and also to a situation where ‘not only has Kurdish origin been masked prior to leaving Turkey … it is also hidden from the moment of arrival on foreign soil’ (Laiser, 1996). Yet the Kurdish community DOES NOT define itself as ‘Turkish Speaking Community’ and is critical of a term that it sees as a ‘deliberate attempt to import a Turkish hegemonic and nationalistic ideology into the European context. This ideology is, for many Kurds, officially codified within the Turkish constitution (Article 3, 1982) when it writes that ‘the Turkish state, with its territory and nation, is an indivisible entity. Its language is Turkish’ (Thomson et al. 2006) and ‘in Turkey, from the point of view of citizenship, everyone is a Turk’ (Article 66, 1982) without regard to ethnicity. However the deliberate attempt of some “academics” and institutions to imply a homogenous and unified Turkish nation in Europe does not really take into account the cultural, social and political circumstances of Kurds and their struggle for ethnic recognition in their homeland and in the UK and also the multi-cultural setting in the UK.
Although Kurds settled into the UK years ago, the British authorities still are unable to divulge the number of Kurds living in the UK and are consequently unable to plan service provision accordingly. Excluding Kurds from previous Census data means that Kurds are not integrated into issues such as provision of health care, employment, education and economic activities as they are not recognised under their own ethnic identity as being ‘Kurds’.
Kurdish communities have been lobbying for the recognition of the Kurdish ethnic identity within official government data. Relevant papers produced by different government institutions highlight that the local and national government should introduce “Kurds” as a separate ethnic category within the Census in order to rectify the problems Kurdish people are facing in their everyday life accessing hospitals, schools, and employment related matters.
It has now been acknowledged by UK institutions that official data has led to ethnic groups like the Kurds becoming “invisible” within institutions in the UK and nationally. This means that the Kurdish population in the UK has the opportunity to overcome their subordination and invisibility and reject the imposed identities such as Turkish, Iraqi, Iranian, or Syrian and write down their ethnicity and language on Census 2011 forms. KSSO has started a campaign to encourage the Kurdish population in the UK to attend the Census 2011 survey and put their language and ethnicity as “Kurdish” on the census forms. We need your help to promote greater awareness of the Kurds in the UK and to inform and encourage the Kurdish population in the UK to fill in the census forms on 27 March 2011. All the households in England, Wales, Northern Ireland and Scotland will receive a census questionnaire in the post. You can either complete and return this by post, or complete an online version of your questionnaire. The questionnaire should be completed on, or as soon as possible after, Sunday 27 March 2011.This will help us locally and nationally to give us an overview of demographical information of the Kurdish population in the UK and their needs including work, education, housing, health, economic activities as well as will make visible the Kurdish national and ethnic identity and language in the UK official data. ONLY according to these demographic data, the local and national government will be able provide a proper service to Kurdish people. We have only one month to inform and encourage the Kurdish population living in the UK to fill out their Census forms.
KSSO aim to promote greater awareness of the Kurds, their political and cultural struggle in the Middle East and as a significant minority community in the UK. Therefore we call all the Kurdish population living in the UK to attend Census 2011 and register their country of birth, national, ethnic and linguistic identity as Kurdish because this will help UK Kurdish communities to overcome their subordination and invisibility and will create for Kurds valuable political, cultural and economic opportunities in the British public sphere.

The Census 2011 question on ethnicity, national identity and language is of paramount importance within the Kurdish community in the UK.
The language and national identity questions are new and did not appear in the last Census Form held in 2001. Only if you put down your national and ethnic identity as KURDISH and your language as KURDISH will this be coded as a separate category. To make this possible please spread the word and make sure that Kurds become visible in official statistics. Put down KURDISH rather than the sub group Sorani, Kurmanji or Zazaki, as small numbers might not be listed as a separate category. This is important as decisions on how the government allocates resources and policy for the next 10 years are based on anonymised Census data. Also, this data can be used for researcher purposes and this can only be possible if there are a large group of people who have identified themselves as KURDISH. |

پرسشهاى سرشماری سال 2011 در رابطه با قومیت، ملیت و زبان، در جامعه کردى داراى ارزش بسيار والایى هستند. این سؤالات تا بحال برای اولين بار در سرشماری انگلستان و ولزمطرح شده اند (سرشماری گذشته، 2001). تنها در صورت عنوان کردن ملیت (قومیت) کرد و زبان کردی در قسمتهای مشخص شده سرشماری (15، 16،18)هویت کرد می تواند درآمارانگلستان و ولزرسمیت پیدا کند. به همین منظور لطفا از نوشتن سورانی، کرمانجی و زازاکی خودداری کنید درغیر این صورت بدلیل جمعيت اندک بخش جداگانه ای به هویت کرد تعلق نخواهد گرفت.
این سرشماری در خصوص نحوه تصمیم گیریهای دولت در10 سال آینده از لحاظ منبع و سیاست بسیار مهم و ارزشمند می باشد. علاوه بر این اگر جمعيت بسیاری از مردم خود را بعنوان کرد بشناسانند، آمار سرشماری می تواند بعنوان منبع تحقیقاتی نیز مورد استفاده قرار گیرد. |

2011 nüfus sayımı etnik, ulusal kimlik ve dil sorularını da içerdiği için Kürt Toplumu olarak bizim açımızdan olağanüstü bir öneme sahip bulunmaktadır. Bu sorular en son 2001 yılında yapılan nüfus sayımındaki formda sorulmamıştı.
2011 tarihli ilgili formda “KURDISH” (Kürt) olarak ayrı bir seçenek bulunmamak- tadır. Bu yüzden dilinizi, etnik/ ulusal kimliğinizi “Kurdish” yazmak için önce “other” (diğeri) kısmını işaretlemeli ve “other” altındaki boş alana da her kutuya tek bir harf gelecek şekilde, büyük harflerle okunaklı bir şekilde “KURDISH” yazmanızı tavsiye ederiz. Bu şekilde doldurulan formlar “Kurdish” olarak Birleşik Krallık’daki istatistiklerde yerini alacaktır. Dil ile ilgili soruya ise Sorani, Kurmanci, Zazaki,Gorani yazmak yerine, sadece `KURDISH“ (Kürtçe) yazarsanız, istatistik verilerde yer almamız kolaylaşacaktır. Aksi halde dil ile ilgili oranlar üç ayrı parcaya bölünecektir, ki bu durumda dille ilgili soru belli bir yüzdeye ulaşamıyacağından istatistiklerde yer alamayacağız. Bu istatistiklerde Kürt toplumu olarak yerimizi almamız çok önemlidir. Çünkü, hükümetin önümüzdeki 10 yıllık süreç içerisinde eğitim, sağlık, konut ve iş alanlarında hangi toplumun ne oranda desteklenmesi gerektiğine dair politikalarını belirlemesinde bu istatistiksel bilgiler önemli bir rol oynayacaktır. Sayım sonuçları muazzam bir bilgi kaynağı olduğundan dolayı politikacılar, araştırmacılar dışında eğitim, iş, sağlık ve konut işleri ile ilgilenen kurum ve kişiler nüfus sayımı verilerini esas alarak politik, sosyal, ekonomik ve akademik içerikli çalışmalar yapmaktadırlar. Bu sebepten dolayı tüm Kürt’lerin dilsel, etnik/ulusal kimliklerini “KURDISH“ olarak yazması Kürt halkının kimliğinin tanınmasına katkıda bulunacağı gibi mevcut olan sorunlarınında çözümüne de katkıda bulunacaktır. |
